"Them", in this hypothetical illustration, can be, even in a very singular plural, any place that is far from our visual reach, but that seems to us to know it like the back of our hand, according to our fanciful imagination, to place happiness elsewhere.
"They" are "us", on the other side of the border, on the other side of the wall, from the seat to the table, but on the other side, the side that we are not on. So, we can play the other way, our hopes, and also our frustrations for the mistakes that we didn't know how to make the right way.
Europe makes less mistakes, because it has made more mistakes. China grows a lot, because for hundreds of years, it has grown little. Not little, in relation to herself, but almost nothing, in relation to the world, so much so that Napoleon Bonaparte discouraged his generals from planning an invasion of the old dragon, who was sleeping soundly, snoring. North America grows too much, because it still has a lot to go wrong, until it stabilizes its own growth, so that it starts to make less mistakes.
